Outlying areas need more representation

The original outlying areas such as Capreol, Garson, Onaping and Levack should not compete for representation.

In the old regions where we had a mayor, we should have been guaranteed representation. The city proper and wards should have councillors as required by numbers. LU Professor Robert Segsworth recommended 18 councillors.

Finalize the 2006 Floyd Laughren Report, and don’t stay status quo, as our previous administration chose to do.
