Province has contracted licensing service to Quebec

I have been selling life insurance in Ontario for 15 years. When I first got my licence, I took the courses prescribed by the Ontario government. I met the Ontario qualifications and I wrote the test right here in Sudbury.

Incredibly, Ontario has now given the Quebec government a contract to design and run the tests for new life insurance agents.

New jobs will be created in the Quebec bureaucracy, so they can administer qualification exams for life insurance agents in Sudbury.

I doubt that Quebec would let Ontario design the testing for its life insurance industry and let us collect a handsome fee for it. What was the government thinking?
