Is Second Avenue worth spending millions on?

Apparently, this project is so important it couldn’t wait for the Transportation Master Plan to be finished, but was rushed to the head of Greater Sudbury’s long line of road projects waiting to be done.

The project file for Second Avenue came out last week, and it turns out the “problem” this project is intended to solve is that the road is “at capacity (not above capacity, mind you) in the northbound direction in the p.m. peak commuter travel hour,” and this short afternoon rush hour is expected to get a bit worse by 2031, although no overall increase in traffic on the road is expected by then.

Putting aside all the other questions around this project, I’m just wondering, does this sound like a problem we need to immediately throw millions of dollars at to you?
