Despite the city's planning committee approving a 10-lot subdivision plan for Whitewater Lake on Nov. 17, city council disagreed and struck down the decision.

The application for property subdivision was by long-time Whitewater Lake residents Roger and Nicole Richer.

When they purchased the property, they intended to subdivide them in the future, but a spike in phospherous levels in the lake led to a freeze on developments on the lake.

The report by city planning staff, which solicited the advice of various city departments and Ontario government ministries, had issues with the property's lack of road access and municipal water and sewer access.

They also said Whitewater Lake was at capacity for development.

The application brought up implications in regards to development progression on the 330 lakes in Greater Sudbury.
