NOSM says classes will continue during strike

The dean of the Northern Ontario School of Medicine (NOSM) said the school is doing all it can to ensure classes will continue, despite a strike by the institution's clerical, technical and administrative staff.

One hundred fifty two members of OPSEU Local 677 went on strike Aug. 16.

The union members work at NOSM's campuses at both Laurentian University in Sudbury and Lakehead University in Thunder Bay, and picket lines have been set up at both universities.

“We have an obligation to the residents, students and all the learners...to ensure that they continue their studies and progress to meet the requirements, in terms of their education,” Dr. Roger Strasser said.

He said some of the strikers are normally in charge of “organizing” NOSM's education programs.

“Management and other staff who are not in the bargaining unit are going to do the organizing to ensure that the programs continue,” he said.

When contacted by Northern Life, Zac Veitch, president of NOSM's student society, said the students have no comment on the strike.

NOSM's clerical, technical and administrative staff unionized about a year and a half ago. NOSM and OPSEU have been attempting to negotiate the workers' first collective agreement since October 2009.

The workers voted 97 per cent in favour of giving OPSEU a strike mandate at membership meetings July 29 and Aug. 3.

Mediated talks between the two parties began Aug. 11 in Thunder Bay, but ended early Aug. 16 without a settlement. Strasser said it was the union's side which withdrew from negotiations Aug. 16.

But despite the bargaining breakdown, he thinks the two parties are close to a settlement.

“We believe that although there is a list of items yet to be finalized, we are relatively close to resolution, and we ought to be able to conclude this collective agreement sooner rather than later.”

Strasser said NOSM and OPSEU's chief negotiators are in regular contact, and NOSM is ready to start bargaining again at any time.

Part of the problem is the two parties are trying to negotiate the workers' first collective agreement, Strasser said.

“The thing about a first collective agreement is that every word counts,” he said. “There has to be careful consideration of the words, and developing a common understanding of those words.”

NOSM currently has a collective agreement in effect covering its faculty, librarians and professional staff, which was negotiated in 2006 and renewed in 2008.

Tyler England, chair of OPSEU Local 677's bargaining team, said he hopes the strike doesn't have a negative effect on students.

“We're all here for the students,” he said. “That's important. That's one of the reasons we work here, is for the students. We're hoping that management will bring us back to the table before classes start again.”

England said the two parties met with a mediator for about 90 hours during recent bargaining sessions.

“They were totally, absolutely marathon sessions,” he said. “We were there to negotiate an agreement. Management wasn't.”

Outstanding issues include overtime, workloads, job classification and sick leaves. England said the union isn't looking for anything new in this contract, but wants to negotiate “collective agreement language, rather than employer policies that can be changed at will.”

Despite an Aug. 16 press release from the union, which said people should expect delays when entering Laurentian's campus, England said the union's intent isn't to impede traffic.

Picketers only stop cars long enough to hand out information, he said.
“Public awareness is important,” England said. “People who are going to the campus...we want them to understand what we're out here for and the reason we withdrew our services.”

Three Laurentian University-bound bus routes have changed to avoid the NOSM workers' pickets.

The University via Paris route 500, Regent/University route 501, and Regent/University/Four Corners route 502 have made changes.

Route 500 will remain on South Bay Road to the turnaround, then return in the same direction. Routes 501 and 502 will stay on Ramsey Lake Road to the Algoma Hospital and return the same way, servicing the South Bay Road turnaround.

  • Why would you pay a clerk or a secretary $100,000 per year. The rate should be an entry salary, minimum wage and and increase in the future if warranted. Why should we pay for lazy provincial workers that are paid $100.000 per year and take 30 sick days with full pay every year. They are a bunch of "entitled useless" scum!!!!!!

    I certainly do not work for NOSM...I get the sense that others here get that impression. Just want to clear that up. I haven't lived in Sudbury for years. I work at another Canadian university.

    Phil is obviously intelligent so I can meet him halfway. Are unions often filling their members heads with "more, more, more" while they watch GM unable to pay out benefits without Gov't assistance and the terrible situation the UK is going through? Yeah...for sure.

    Do the NOSM people get paid decent salaries? Between 35k and 65k or 75k according to a statement I read in the Northern Life. I'd say those are decent jobs, not to mention the fact that they are public sector; which let's face it, is nowhere near as rigorous as private sector.

    None of that changes the fact that they have the right to do what they are doing. If you look at the anti-union arguments on these types of forums you have to see that they either look like a person embittered by their current job (or unemployed status) who was never a part of a workplace where their colleagues cared enough to stand up for each other and unionize. Or, you sound like someone who has sat across the table from a union. And became bitter via that. There are good managers out there, and sure, bad unions have screwed them just as much as bad managers screw their employees.

    This is one of those arguments that just feeds itself perpetually until the comments are closed. Personally, I've had my fun with 99gt so I'm done. :)

    Dr. Roger Strasser has said management is willing to go back to the bargaining table right now.

    Instead of going back to the bargaining table, the union wants to have a strike two weeks before classes start in order to put added pressure on the School in order to get what they want.

    If this is the union's strategy I don't think this is going to be a short strike. What is it going to take to get the union back to the bargaining table?

    The School says they do not want a strike, they think both sides are close to an agreement but they the union were the ones who walked away from the table.

    From a PR perspective, it looks like the School is doing a better PR job than the union is.

  • Heh...I love this. MoL dictates what a good workplace should be. That is, the bare minimum an employer has to maintain in order to legally comply. Be happy with what the government gives you and steer clear of unions.

    The desperate ploy is one of the oldest in the union handbook. Woe-is-me the greedy higher ups make more and are evil.....yada-yada-yada. A tired and failure driven destraction technique.

    Need more proof of misinformation? Look at Jay's quote -

    The Ministry of Labour clearly has legislation in place for EVERYBODY that Limits Daily Work hours to 8. Weekly to 48. There are standards in place for Time off Between Shifts and Hours Free From Work. Even Eating/Lunch Breaks.

    The union dis-information is out there folks. Propaganda put out to keep the rank-and-file mislead and angry against the boss.

  • I love that 99gt isn't even reading the facts. Funny enough to make be believe they're a troll. It would be sad to consider that someone could be so ignorant.

    If you think an administrative assistant at NOSM makes 75k a year, 99gt, you are clearly high.

    NOSM has 9 associate deans. Laurentian has 4 or 5 vice presidents (the equivalent position). NOSM has a fraction the student population. The associate deans make well into the 6 figures for salary (lowest 3 are 123k, 168k, 183k disclosed by Ont Ministry of Finance).

    If anyone in the media exercised an access to information order to see how NOSM spends its money...I think the public would be shocked. I've heard rumours, which I won't repeat here because I can't confirm them, but an access to information order would be very enlightening.

    The members on strike are not teachers, they do not have the summer off, and they do not make the annual salaries being thrown about by uneducated, uninformed posters.
    They are the clerical, administrative, and technical support staff ot the school.

    As i recall you are teacher. Most teachers are on a salary basis. Getting into this profession did you think your job would just magically end at 4:30? You knew full well what teaching would bring..why would you choose this profession?

    I don't know how much you make a year..I'm gonna guess between 75-100g? That's pretty darn good for having working hours of 8:30-4:30 and summers off.

  • I really wish that people would find out what is really going on before making rash assumptions against other individuals.

    In response to reader78 Laurentian University will not allow union members to picket in front of the building. They are not allowed on campus.

    In response to Phillip Yes there are laws in place that will ensure that we are with a minimum level of standards, but these laws will not protect our members from the issues that have been in existence at NOSM when staff chose to become unionized. These issues with respect to work load, overtime, hours of work are not items that are covered through existing legislation.

    Through the bargaining process management has not offered any type of contract that would even maintain the current status quo. We are not looking to make more money we are looking to be paid fairly for the jobs we do. We are not trying to force management to give benefit increases we are trying to ensure that we don't lose what we already have.

    Yes a strike and a picket line inconvenience the general public, but classes have not resumed for the fall yet and generally there is less activity going on at the university at this time. Yes we want respect - which is why we are being forced into this position by NOSM's management. Our picketers are acting in a polite and respectful manner. When delaying people from entering the campus individuals who chose not to listen to us were politely left alone. Individuals who did not support us were calmly listened to. Individuals with serious concerns were directed to the appropriate person.

  • OPSEU is the same union that represents the jail guards and advocates 30 days sick annually is reasonable. They constantly defend these lazy slugs. They are worse than the entitled miners. They are entitled whiners. I hope the management of NOSM stands up to these union staff who believe they should have huge raises and benefit increases in these times of hardship.

  • 99gt, you're right. Half a century ago society was different. There were no laws in place to protect the average joe. Unions came along and changed the landscape. With their agreements came society's pressure to have laws to reflect the basic needs.

    There are laws now that protect against improper dismissal. Health and safety, working conditions, working hours, holidays, and discrimination.
    Bottom line is the current unions have nothing much to fight for. So the sense entitlement and greed is all they have. The old school rhetoric and intimidation have gone the way of the dinosaur.
    Sudbury's unions have been operating in a bubble. That burst into reality with the 6500 myopic strike. Our pro-labour/socialist city has finally been dragged into the Global Economy and modern labour. What we have here is the few baby-boomers that are still clinging to the 'good ol' days. They are running the few die-hard locals. We saw the train wreck 6500 became. Now its OPSEU and CUPE that are going the same path.

    50 Years ago unions were great...things have kinda gone flip flop since then where people hide behind a union to protect their jobs and use them to demand what ever they want.
