Dog park to move forward in two stages

Greater Sudbury's first off-leash dog park is another step closer to reality after members of the Minnow Lake Community Action Network (CAN) voted unanimously to support the fenced-in park.

The group also agreed to request the funding in two parts so money could be allocated from the 2011 and 2012 municipal budgets. This would mean the development of the park would move forward in two stages.

Roughly 45 members of the CAN attended a meeting at Minnow Lake Place on Feb. 22. The cost of the park, estimated at $123,379, was presented to city council on Jan. 19. The park would be located on a former gravel pit off Second Avenue.

Fencing would cost roughly $54,424, signs $5,000 and maintenance $6,700. The entrance, roadway and parking would cost $57,255, as the planners wish to move the entrance so it will align with future road adjustments.

John Lindsay, chair of the Minnow Lake CAN, said the $123,379 is deceiving as that money would cover the construction of the park and construction of a road into the property. He said the actual cost of the park would be around $50,000.

“The city is going to put the road in anyway at some time,” he said. “We didn't think it was fair to tack on the money for putting in the road and cleaning up the property to the cost of the dog park because they're going to do that anyway.”

Lindsay said that despite the triple-digit price tag, the cost isn't unreasonable compared to other leisure projects, such as building an arena or recreation park.

If the project is approved, it would be a city project.

“The (Minnow Lake CAN) has agreed to do some maintenance costs and to raise money for other enhancements later on,” he said. “The park would be like any other park the city would put up. You don't expect residents to go in and put up a park.”

Ward 11 Coun. Terry Kett said volunteers have been working hard to get the project started.

“You have to be able to give volunteers some ray of hope,” he said. “I am determined...that we will get the dog park started this year. Will we finish it this year? Probably not.”

Kett said instead of requesting the full $123,379, the group will request a portion of the funding in the 2011 budget and look for additional funds in the 2012 budget.

“What we're planning on doing right now is almost cut (the funding request) in half,” he said. “To do about $45,000 of it this year and then the next budget starts at the end of this year.”

Kett said if the group were to receive half the funding, the ground work could be finished this year.

  • Harry, I guess you have never owned a dog and if you do I feel sorry for it. Yes walking your dog is good exercise for him/her but a dog need to be able to interact with other dogs. A dog park would be great. I live no where near where they are GOING to build but will go there at least twice a week with my dogs.

    What percentage of the city uses the Junction Creek trail?
    The city is proposing to spend over $1 million on it, which is a waste of money.

  • I am a proud supporter of the dog park and would love to volunteer my time to it, if needed Its easy to sit and complain about our tax payers dollars. Why should we have parks for kids? Keep your kids at home and play in your yard you pay taxes for. Reality- Taking your kids to the park is great entertainment for them, great social environment for you and your kids. Same goes for arenas and rec centers. Sure our roads need work- but before you complain- look at your house- do you need a new deck? new roof? paint? leaky taps? but you just bought a big flat screen tv or computer??? As for the poor- we have a VERY generous welfare system. The dog park is not that much for what you get- great for our dogs, great social environment and if you haven't experienced one- I encourage you to go....with or without a dog! The kids love to play with all the dogs, see the different types, everyone is happy, or sitting on a bench relaxing reading a book.

  • And in reality a dog park at 123,000 costs a whole hell of a lot less than a 350,000 study by council to determine "the feasibilty of wind mills" for the greater Sudbury area. Any one remember that one a few years ago?

  • Ahh, but only half of the surplus from the snow budget goes back into reserves for following years, the other half gets spent this year on what ever, a 2 million dollar slush fund, so whats the big deal, yeah spend some on roads, actually spend most of it on roads and put it to this years road budget and then put 5 percent of the surplus towards the doggy park. The minnow lake CAN isn't even trying to get all the money, they are willing to phase it in over 2 years and if private donations cover the rest it could be completed this year. Got to meet them half way I say.

    Here is a few facts I found about dog parks...dog parks have 2 sections...one for smaller dogs and one for bigger dogs that are fenced off from each other......small children are not allowed in(I think they mean to be a definate age group like babies and up to 3 years old set by your community)....reports of excessive noise are unfounded....clean up is responsibility of owners...owners are required to keep dog license and vaccinations up to date.....research shows property values actually increase....excess traffic is negligible.

  • a surplus from a snow budget is not extra money, because over a 10 year span a surplus one year is needed to cover excess spending in years when there is more snow... it is not a win-fall....a dog park is a silly REGRESSIVE waste of money, not an example of progression.... if we had roads in perfect shape, and other services that were at their peak of delivery, a silly dog park would make for a good waste of money...however, there are more projects in this city that would cater to more people...if you cannot walk your dog, get rid of it....

  • Come on people. We are building a dog park that will keep maybe 100 dogs "happy". This for a city with a population of 150,000.

    You can argue any way you want, but this is a ridiculous project. Ninety nine percent of those in the Sudbury area will never use this.

  • Wouldn't it be nice to get to choose which services paid by the tax payers we get to pay for? I haven't been to the hospital in some time, I don't want to pay this year...you pay my share...I don't want to drive a nuclear submarine...you guys pay my share....I don't have kids in the school system anymore...you guys that have kids, you pay for it. Imagine what your share would be?

    Relax people we have a surplus from the snow budget, lets spend it before it goes to consultants and goes for surveys done by the city. At least it goes to something.

  • I can appreciate that not everyone would be on board with this idea, it's impossible to please everyone all of the time.

    However, "a minority of taxpayers use it but its funded by all taxpayers" certainly is not a solid argument.

    I don't have kids, so why should I as a taxpayer have to pay for kids parks? I don't drive, so why should I pay to upgrade the roads?

    It just doesn't make sense. Obviously no taxpayer is going to use all of what they are paying for. The idea is absurd.

  • Homeless people are starving and we're going to spend more money on a multi million dollar amphitheatre?

    WOW that's like an $0.82 increase WOW WOW..
    How about since I(and if i could underline "I" i would) dont's use the walking paths, why should I have to pay taxes on them?

  • I as a dog owner am happy to see this project move forward. We are one of the only cities in Ontario that does not have a safe area for dogs. I as a dog owner would also be willing to pay a fee to use this park out of my own pocket. As a suggestion, how about adding a higher fee for dog tags to help pay for this park also, to take the cost off all tax payers, who may not use it.

  • A new mayor, and this city is still out of control.

    These CAN's should be abolished. Too many people with their own agendas and plans that benefit no one but themselves.

    Buy a leash and take your mutt out for a walk on your own dime. Complete stupidity.

    That’s $123,380. City of Greater Sudbury tax dollars too many.
    The only reason a most Minnow Lake families don't own an elephant is that they have never been offered an elephant for a dollar down and easy weekly payments.

  • Taxes increase year after year at a rate above inflation. This is one of the reasons why. Too many of these types of projects which only serve a minority of taxpayers but are funded by all taxpayers.
    One might think by the tone of this post that I dislike dogs. That is not the case at all. I am against taxpayers money being spent on projects that benifit a minority of the cities population. These types of projects should be funded privately and not by taxpayers.
