Elsner takes top cop posting with Victoria Police Department

Victoria, B.C.'s police department has announced that Sudbury Police Chief Frank Elsner will take the helm from Chief Jamie Graham when he retires on Dec. 31. Elsner was selected following a nationwide recruitment effort, said a news release.

Victoria, B.C.'s police department has announced that Sudbury Police Chief Frank Elsner will take the helm from Chief Jamie Graham when he retires on Dec. 31.

Elsner was selected following a nationwide recruitment effort, said a news release.

“We are extremely pleased to welcome Chief Elsner as the next leader of our police department,” said Police Board chair and Victoria Mayor, Dean Fortin. “He has an impressive policing career and a leadership approach that is built on open communication and community involvement. These attributes will serve the communities of Victoria and Esquimalt well.”

“This was a unanimous decision by police board members from both Victoria and Esquimalt,” said board vice-chair and Esquimalt Mayor Barbara Desjardins. “Chief Elsner has an understanding of the needs of both the township and the city and has a strong background in community policing and community engagement at all levels.”

Elsner said in the press release that he is “absolutely thrilled” at the prospect of leading the men and women of the Victoria Police Department.

“I am very much looking forward to serving the communities of Victoria and Esquimalt when I succeed Chief Graham in January,” he said.

Sudbury MPP Rick Bartolucci bid a farewell to Elsner. He said although he's saddened by Elsner's pending departure, he is happy for the opportunity to have had an “excellent working relationship with such a dynamic, community-minded individual.”

“I have relied on Chief Elsner’s advice to guide my advocacy for community safety here in Sudbury,” Bartolucci said. “He is a logical thinker, a positive force and a master tactician when it comes to policing matters.

“My sincere congratulations and best wishes are extended to Chief Elsner and his family as he sets out on this new chapter of his career. The sound knowledge, admirable work ethic and strong leadership he provided will always be remembered and appreciated.”

Elsner has served as Sudbury's top cop since 2009.
