However, there was no consensus today on how much cash they need to deal with crumbling roads and an aging population.
Premier Robert Ghiz, host of Council of the Federation conference, says those numbers will be released in January, when the premiers have scheduled another meeting.
Ghiz also says the premiers agreed to set up an aging innovation fund, but it was unclear what that would be used for.
He says the premiers spent much of the day talking about the fiscal imbalance between Ottawa and the provinces, and he cited a new report from the Conference Board of Canada that confirms the provinces' position.
Problems with internal trade were also on the agenda, with some of the provinces signing deals to harmonize rules for apprenticeship requirements.
