Greater Sudbury Police now have more resources to investigate those who produce and distribute child pornography on the Internet.

The police service will receive $527,440 from the province over the next two years as part of a $5.2 million province-wide strategy to protect children from sexual abuse and exploitation on the Internet.

“Keeping our children safe from Internet predators is a key priority of the McGuinty government,” said Sudbury MPP and Minister of Community Safety and Correctional Services Rick Bartolucci, who made the announcement July 16.

“Internet luring is a despicable crime that warrants our full attention.”

The local funding allows a three officer undercover team to continue to monitor websites, chat rooms and newsgroups to identify suspected child predators and victims, and prevent further victimization.”

The announcement came just a day after a 15-year-old Sudbury boy was arrested and charged with possession of child pornography, making available child pornography and accessing child pornography.

The suspect appeared in court and was released Wednesday, said police.

The investigation into the suspect's activities was conducted by the Greater Sudbury Police' cyber crime unit, in conjunction with the Sault Ste. Marie Police Service.

Sgt. Tim Burtt, who heads up the cyber crime unit, said he appreciates the new funding.

“It sustains what we are doing now. In 2002, we did not have any support for this work. We investigated these cases by ourselves. We got training where we could. Now we have this unified approach to going out and doing this.”

Deputy police chief Al Lekun, said in the last year alone, the cyber crime unit investigated:
- 130 new cases
- charged 11 individuals
- laid 29 Criminal Code charges
- executed 16 search warrants
- identified three victims

“That work is facilitated through provincial funding.”

Lekun said there are more investigations due to more resources being available for the cyber unit.

The work is timely considering the kind of access youth have to the Internet, said Burtt.

“The Internet is their lives. That means they get exposed to a lot of material that nobody should be even seeing. So there is a chance they will be involved in it or be seeing it. Not every one will be involved in this. But the opportunity is there.”

He said an important message that parents need to hear is they need to know what their children are doing on the Internet.

“We can't let them go into a room to be on the Internet. We have to know where they are going on the Internet. Yesterday's case with the alleged 15 year old violator   demonstrates what can happen when they are left alone.”

Seeing child pornography can be tough for the officers who are investigating it.

“We are dealing with pretty vile material. We are talking about people who exploit our children. These are not cute pictures. We are talking about prepubescent children in pretty graphic sexual acts. It will have an impact on anyone who sees it.”

The other two officers in the cyber crime unit are Const. Todd Bignucolo, a computer forensic examiner and Det. Const. Dan Zuliani, a victim identification officer.

“Eventually we may be able to have another officer trained to do this work.”

Partnering with other police forces to fight cyber crime is key, said Bartolucci.

“It (the provincial strategy) helps police investigators work with other agencies and jurisdictions to help apprehend offenders and assist victims.”

Since the provincial strategy was first implemented in 2006, nearly 4,800 investigations have been conducted and almost 2,000 charges have been laid against 634 people.

    When the first wave of Abu Ghraib revelations occurred several years ago, the most sickening allegation — and the one most difficult to prove — was that photos and other evidence exist of the sexual torture of children by U.S. Or allied personnel. But as we can see from an incident that took place in a midwestern orphanage a year ago, such atrocities are not unknown within our domestic law enforcement system.
    According to a federal lawsuit filed in Mt. Vernon, Illinois, “two Jefferson County deputies tased three children numerous times and assaulted another” on July 4, 2008 at the Southern 30 Adolescent Center.
    Southern 30 is a facility for troubled children operated by the Lutheran Child and Family Services of Illinois. When three children began “acting out” in the facility’s common area, the staff made the mistake of calling the Sheriff’s Office for help.
    Deputies David Bowers and Lonnie Lawler arrived and immediately began the now-familiar ritual of criminal violence under color of “law.” The focused their attention on four children — identified in the lawsuit as B.B., R.E., Z.P., and Megan Geisler, the last being a foster child visiting from a different facility — who had nothing to do with the disturbance.
    “Without any physical provocation and/or physical gestures from R.E., Deputy David Bowers physically pushed R.E. Toward his bunk and shocked him repeatedly with a taser,” alleges the lawsuit. “R.E. Was tased multiple times to multiple locations on his person, including, but not limited to, his neck. Deputy Bowers shouted to B.B. To lie down in his bunk and physically forced him to lie down. Without physical provocation … from B.B., Deputy Bowers held B.B. Down on his bed and shocked him repeatedly with a taser.”
    In a touch right out of Abu Ghraib, Bowers coupled the taser torture with threats to sodomize B.B. While the poor terrorized child urinated and defecated on himself.

    Want the ombudsman to have more power? Visit your local Justice of the Peace and file hundreds of "private information" charges.

    The police might not be interested in investigating CAS, MPPs, or other police officers, but you can have them arrested providing you have some evidence.

    I for one think it's time that the people working in the criminal justice field be reminded what "blind justice" truly means.

  • With all this talk about helpling children...Its clear why this Liberal government, Sudbury CAS, and local MPP turn a blind eye to our community's children. Rather than allow ombudsman oversight of our Children's Aid Societies, (every other province has independant oversight) our government (local MPP) annouced funding for sex crimes and internet kiddy porn. Well --- one could wonder what segment of the population is involved in the exploitation of children. Children are just as vulnerable to abuse while in care of the state. More so concidering that neither MPP, Sudbury CAS or anyone in McGuinty's govt. wants to have an enquiry or investigation into Sudbury/Ontario's CAS's ...

  • Angry Aaron...Ohh!! give your head a shake instead of your mouth. Do you really think the police would do anything you request after all the bashing and criticism you have for them. I believe i have mentioned before that one day you will appreciate their work and efforts if say for instance you get mugged,experience a home invasion etc. You are old school..so get with the times. ..p.s. and what;s with the "Dear Police" crap.......don't be such a hypocrite Grrrr!!!!

    Then tell his three children that they can't see their father because he implied that he would kill someone and that simply isn't acceptable according to the Criminal Code of Canada or "Cosntable Ramsey".

  • The police do need more funds and officers to deal with this growing problem, but what realy needs to be done is for those who write the laws make sure that those who are caught, charged and found guilty never ever get the chance to do what it is that got them caught in the first place. I have three daughters and i would sounds like ( ill ) anyone who would try to hurt anyone of the three. So to all those who are rediculously called ( honorable members of parliment) wake up and save the poor kids who are being used bu these monsters catch em and lock em away for ever or bring back the death penalty and ride the world of these monsters.

  • I agree that the new Northern Life is considerably better than the old one; I would even go so far as to state that it is considerably better than Sudbury’s “other” major newspaper web site. These are very interesting posts asking some very important questions. I also would like to hear the answer to these questions. Perhaps Mr. Bartilucci could grace us with a published letter addressing these questions. I was ignorant of these allegations, but I will now seek further information in this regard.     Wouldn't this be considered a conflict of interest????" This is damage control or good media relations for Liberal government. This government hushed the names of high profile canadains on major porn bust few years back. Funny this "member" has same name as gaurd at CAS court house. If Liberals were serius about caring for our kids...they would have given Ombudsman oversight of Ontario's Children's Aid Societies. Bartilucci's is funding another special interest group...thats all. Phedophiles!

    I'll bet it's even tougher to be falsely accused of it. Sucks to by that 15 year old kid :(

    By the way, I thought this story was about cyber crime (e.g. hacking, propaganda, unlawful intercepts) and not about child pornography?

    Since Mr. Burtt brings it up, who's children, specifically, is he refering to when he says "our"? What does "our" children mean expressed as a percentage of the children in the world?

    What percentage of the cyber crime budget is used for procecuting then (oops, I meant and) investigating child pornography charges? What about all these other serious offenses, what percentage is devoted to those crimes?

    ... I hope to get an answer to these questions, under oath none the less. The new Northern Life is considerably better than the old one if for no other reason than my ability to actually post comments.

    Angry Aaron said "how many of these 130 cases against 11 individuals were successfully procecuted.

    How many of the three victims identified were victims of police harassment with respect to these so called under cover investigations?

    These are important questions the people need answers to good sir."

  • Also, I'd like very much to point out that the story says "The local funding allows a three officer undercover team", but does not say "The Criminal Code of Canada allows". Is what they are doing legal?

    I'll let the rest of you know when the Supreme Court of Canada lets me know.
