Jeffrey Youmans, a federal offender wanted on a Canada Wide Warrant for breach of parole, turned himself into police on Jan. 29 at about 9:40 a.m., according to the Repeat Offender Parole Enforcement (ROPE) Squad.
Youmans surrendered himself to Toronto Police Service 14 Division where he was arrested without incident. ROPE issued a release on Jan. 24 requesting the public’s assistance in locating Youmans. It was believed he was heading to the Sudbury area.
As a result, tips were received by the public identifying that he was in the Toronto area.

A man wanted by the Repeat Offender Parole Enforcement (ROPE) Squad is believed to be travelling to the Sudbury area.
ROPE is requesting public assistance in locating a federal offender wanted on a Canada-wide warrant resulting from a breach of parole. Jeffrey Youmans, 43, is described as 6-2 (188 cm), 190 lbs,(86 kg.), blue eyes and red hair.
He has numerous tattoos on his body including a tear drop under the left eye.
He is serving a five-year sentence for manslaughter. He has an extensive criminal record with convictions for offences that include violence. The public should exercise extreme caution if they encounter this offender.
Youmans was last seen in Toronto and may be travelling to the Sudbury area.
