Jeffrey Youmans, a federal offender wanted on a Canada Wide Warrant for breach of parole, turned himself into police on Jan. 29 at about 9:40 a.m., according to the Repeat Offender Parole Enforcement (ROPE) Squad.

Youmans surrendered himself to Toronto Police Service 14 Division where he was arrested without incident. ROPE issued a release on Jan. 24 requesting the public’s assistance in locating Youmans. It was believed he was heading to the Sudbury area.

As a result, tips were received by the public identifying that he was in the Toronto area.

A man wanted by the Repeat Offender Parole Enforcement (ROPE) Squad is believed to be travelling to the Sudbury area.


ROPE is requesting public assistance in locating a federal offender wanted on a Canada-wide warrant resulting from a breach of parole. Jeffrey Youmans, 43, is described as 6-2 (188 cm), 190 lbs,(86 kg.), blue eyes and red hair.

He has numerous tattoos on his body including a tear drop under the left eye.

He is serving a five-year sentence for manslaughter. He has an extensive criminal record with convictions for offences that include violence. The public should exercise extreme caution if they encounter this offender.

Youmans was last seen in Toronto and may be travelling to the Sudbury area.

  • Imagine, you hit that nail on the head. Any articles we read in the press, Northern Life or Sudbury Star, Always has the line according to a police press release. The police in this city dertimine what we should know and how much. We live in a police state.
    Deon36, your also right, nobody knows how things went down unless they were there, and evrybody who has ever ventured into the downtown area knows that we have some very aggressive pan handlers in this city. The only thing we have to fall back on in that area IS "The Safe Streets Act" 1999, and it is not enforced in Sudbury.
    This city is redicoulous, what other city would have a detox center in the back parking lot of a beer store? And with the youth action center (panhandlers), 7 pine (panhandlers), the friendship center (not all, but panhandlers). That area is the most dangerous area of the city.

  • deon36 was referring to Youmans and I really hope your wrong deon36 .. and deon36 is completely right .. you don't know they whole story .. you know what the media & police is letting you know, you don't know Jeff's past or anything in it, only his friends & family do ... The only reason he was even given the plea bargain to manslaughter is because (and this is my opinion) the crown knew that it was self defence, otherwise why the lesser charge .. Jeff is NOT the monster the media is making him out to be, I know this better than most

  • You fools...You have no idea what happened the night this happened. I was there and seen how it started. I spoke to the panhandler just moments before it all went down. The "KILLER" was a 30 year friend of mine. He's been through hell and back the there is a long story behind all this. I know a life was taken but it was either him or the panhandler. The panhandler produced the knife. Anyways..I think something happened to him.
